Blackwater Valley Group

The Blackwater Valley Group is a collaborative working group consisting of Surrey Heath Borough Council and Rushmoor Borough Council, along with respective highways authorities of Surrey and Hampshire County Councils.

Guildford Borough Council, were originally part of the Group, but the part of the A331 that runs through their area was shown to be compliant. They were informed in March 2019, that they had therefore complied with the terms of the Ministerial Direction and that they did not need to proceed further as part of the Blackwater Valley Group.

The Blackwater Valley Group has both a Technical and Strategic Group which meet regularly. Membership of the Strategic Group includes both the relevant Director and Lead Councillor for air quality from the four Councils. Defra/Department of Transport Joint Air Quality Unit provide advice, support and finance the partnership.
